Thatta Cement, a Pakistani cement manufacturer, plans to sell low-cost electric cars through a new wholly owned subsidiary, starting with fully built imports from China. The board approved the investment on 4 November 2026 and the company told the Pakistan Stock Exchange on 5 November. No models, prices, launch date or investment amount have been announced yet.

What Thatta Cement has confirmed

The company's notice is short, so it helps to separate what is on record from what is still unknown.

Item Status as of 6 November 2026
Business route New wholly owned subsidiary
First step Import of completely built-up (CBU) EVs from China
Target buyers Mass market: compact and small EVs
Local assembly Possible later stage, nothing confirmed
Chinese partner Not named
Models and prices Not announced
Battery, range and charging specs Not announced
Investment amount Not disclosed
Launch date, dealers and bookings Not announced

According to Business Recorder's report on the filing, the company is deliberately avoiding the niche and premium end of the market and is aiming at what it calls the "largely underserved mass-market segment".

Why a cement company wants to sell electric cars

Thatta Cement also owns Thatta Power (Private) Limited, so energy is not a completely foreign field for the group. PakWheels reports that the company's consolidated revenue rose about 26% to Rs 11.93 billion in the year ended 30 June 2026, while after-tax profit slipped about 3% to Rs 2.28 billion. Those figures show a profitable business, but they say nothing about how the car venture will perform.

Its notice points to quick growth in Pakistan's EV market, new local and international brands, and government incentives. Reports on the announcement also list the challenges: limited charging infrastructure and the need for steady policy support.

Who it will compete with

Nobody can compare Thatta's cars yet because none have been revealed. The table below only shows where small EVs in Pakistan are currently listed, so you have a reference point when its prices do arrive.

Small EV Reported starting price Note
Nora E30 About Rs 18.99 lakh Listed by Gari.pk and PakWheels; Nora's March list excluded taxes and registration
JMEV EV3 Rs 4,899,000 Introductory price announced in March 2026

These are not on-road prices, and they may have changed since publication. Confirm the current figure with the seller before making any decision. You can also compare petrol and hybrid options on our new car prices page.

The policy question that could shape prices

A company importing fully built cars depends heavily on duties and taxes, so the final price will depend partly on government decisions. The draft Auto Policy 2026–31 has been reported to include further tax incentives for small EVs, but PakWheels describes the import and financing measures as still subject to approval. Until the final policy is published, treat any promised tax saving as a proposal rather than a fact.

What it means for buyers in Quetta and Balochistan

This is an early business announcement, not a car you can book. If you need a vehicle now, there is no reason to wait for it without a date or price. A few practical points apply when it, or any other budget EV, reaches the market:

  • Check charging first. A small EV makes the most sense if you can charge at home or at work. Find out what your house wiring can handle, and do not assume public chargers exist along your regular routes.
  • Match the real range to your trips. City driving in Quetta is very different from a long highway journey. Ask for tested range figures, and allow a margin for hills, cold weather and heater use.
  • Ask about after-sales before paying. A new importer may not have workshops, trained technicians or battery support in Balochistan on day one. Get the warranty terms and the nearest service point in writing.
  • Compare the on-road price. Ask what registration, taxes and delivery to Quetta will cost on top of the listed figure.

If you decide to change vehicles in the meantime, browse used cars or sell your car free. For any used purchase, arrange an independent car inspection in Quetta before you pay.

What to watch next

The next useful details will be the subsidiary's name, its Chinese partner and the first model with a price. Battery warranty terms and a service plan outside the big cities will also matter a great deal for Balochistan buyers. Until then, be careful with social media posts claiming a specific Thatta EV price, because the company has not announced one.
